Starter Tenancies
We want our estates to be good places in which to live, and we are committed to tackling any anti-social behaviour that occurs. Starter tenancies are one way we can try to ensure that people understand the importance of being a good neighbour.

What is a Starter Tenancy?
A Starter tenancy is an Assured Shorthold tenancy issued to all new tenants in general rented properties The Starter tenancy will exist for a period of one year initially. If the tenancy is conducted satisfactorily during that period it will automatically be converted into a full Assured tenancy. If there are breaches of the tenancy during the initial year it may be extended for a period of a further 6 months or may be terminated, giving 2 months notice.

Who gets a Starter Tenancy?
Any new tenant of our general rented properties, who has not transferred straight from another social landlord where they had a full Assured or Secure tenancy will initially receive a Starter Tenancy. Most existing housing association or council tenants will get a full Assured tenancy. If you have a tenancy or licence with a private landlord, or have never had a tenancy you will get a Starter Tenancy.

Starter Tenancies will not be issued to tenants of Key Worker, open market rented, homeless or supported accommodation.

When will I know if my tenancy is not going to be confirmed?
All new tenants will have at least 2 home visits in their first year. If tenants have a particular need for support they will see their housing officer more than this, and if we receive complaints about the household we will contact the tenant straight away. We will try to make sure that any tenant who is breaching their tenancy conditions is clear about what they need to do to put things right, and access any additional support they need. However, if a tenant does not respond, and things do not improve we will ensure that they understand that they could lose their home.

Can I appeal?
If we do terminate the tenancy the tenant can appeal to the Director of Operations, who will not have been involved in any of the previous decisions regarding the household.
